Required number of tugboat assistance

With recent incidents at the New Container Terminals involving vessels utilizing only one tugboat assistance together with their vessel’s bow thrusters, the Seaport Department is hereby suspending the option to use one less tugboat for vessels with functional bow thrusters for safety purposes.

Effective immediately, the Seaport Department will strictly implement the required number of tugboat assistance with respect to the vessel’s Gross Tonnage, regardless of its bow thrusters or stem thrusters.

GROSS TONNAGE OF SHIP: 500-3,000
- No of tugboats: 1
- Break Horsepower (bhp) of tugboats: 1 x 2,000 bhp

GROSS TONNAGE OF SHIP: 3,001-7,000
- No of tugboats: 2
- Break Horsepower (bhp) of tugboats: 2 x 2,000 bhp

GROSS TONNAGE OF SHIP: 7,001-12,000
- No of tugboats: 2
- Break Horsepower (bhp) of tugboats: 1 x 2,000 bhp & 1 x 2,400 bhp

GROSS TONNAGE OF SHIP: 12,001-20,000
- No of tugboats: 2
- Break Horsepower (bhp) of tugboats: 2 x 2,400 bhp

GROSS TONNAGE OF SHIP: 20,001-30,000
- No of tugboats: 2
- Break Horsepower (bhp) of tugboats: 1 x 2,400 bhp & 1 x 3,000 bhp

GROSS TONNAGE OF SHIP: 30,001-50,000
- No of tugboats: 3
- Break Horsepower (bhp) of tugboats: 2 x 2,400 bhp & 1 x 3,000 bhp

GROSS TONNAGE OF SHIP: 50,001-70,000
- No of tugboats: 3
- Break Horsepower (bhp) of tugboats: 3 x 3,000 bhp

GROSS TONNAGE OF SHIP: 70,001 and above
Most appropriate number of tugboats and required bhp that commensurate with the GRT and LOA of the ship
