Yesterday evening (18 March), Singapore’s Ministry of Health extended the precautionary measures to minimize the risk of community spread of the Coronavirus Disease 2019 (COVID-19).
The local authorities will impose the 14 day Stay Home Notice (SHN) against all returnees into Singapore returning from all countries effective from 11.59pm this Friday, 20 March. The 14 day Stay Home Notice was initially implemented on returnees to Singapore from a select number of countries but it will now be expanded to cover every single country.
Due to the latest border restriction, we would recommend vessel owners, operators and manning offices to reconsider their crew change plans in Singapore and best to put them on hold at this point of time till the situation improves not only in Singapore but globally.
Vessels are still permitted to enter Singapore port limits to carry out their intended operations such as cargo operations i.e. terminal loading, discharging, bunkering and storing of provisions/stores.
Vetting inspectors and shore technicians from Singapore are also permitted to attend vessels at Singapore anchorage for inspection, servicing or repair of equipment on board but this is subjected to their own (inspector / shore technician) personal and companies discretion in view of the current global health situation and the fact that vessel is calling Singapore directly from an infected port.
