Oil testing Certificate of Quality acceptance criteria

Effective from 15 November 2024, the Port of Fujairah [POF] will no longer accept any Certificate of Quality for oil testing conducted in Fujairah unless the following conditions are met:

SAMPLE COLLECTION

  • Approved Lab Surveyor: The oil sample must be collected by a surveyor employed by a laboratory approved under Notice To Agent 20/2024. COQ samples collected by external parties will not be accepted.
  • Retention of Sealed Sample: The approved laboratory must retain a sealed sample of the oil on behalf of the port for a minimum of 3 months.

REQUIRED INFORMATION
The COQ must include the following details:

  • Certificate Reference Number: A unique identifier for the certificate.
  • Sampling Date: The date when the sample was taken.
  • Sampling Location: Specification of whether the sample was collected at Fujairah Anchorage or a particular shore terminal (including terminal name).
  • Product Name: The name of the oil product being sampled.
  • Sample Seal Number: A unique seal number to ensure traceability of the sample.
  • Sample Collected By: The name of the surveyor and the laboratory they represent.
  • Test Date: The date when the sample testing was performed.
  • Report Date: The date the testing report was issued.
  • Applicable Product Parameters: All applicable parameters in the COQ must be included in line with the latest version of Notice To Mariner No.148.

PARAMETER SPECIFICATIONS

  • Engineering Units: All applicable parameters in the COQ must be presented using the appropriate engineering units as outlined in the latest version of Notice To Mariner No.148.

ACCEPTANCE OF COQ FROM PORT OF ORIGIN
POF will continue to accept Certifivcates of Quality from the port of origin under the following conditions:

  • Reputable Lab: The COQ must be issued by an internationally recognised and reputable laboratory.
  • Relevant Product Parameters: The COQ must mention all applicable products parameters as per the latest version of Notice To Mariner No.148.
  • Random Sampling: Random sampling will be conducted by POF alongside the berths and the cost will be borne by the customer.
