Off Port Limits bunker operations

After recently receiving approvals from local authorities for bunker operations at Port Elizabeth, Off Port Limits (OPL) operations begin this week.

Bunker samples landed on the bunker barge will be collected once a week depending on the quantities. A bunker sample collection levy of R740.00 excl vat, per bunker sample will be raised against the receiving vessel agent.

The bunkering will be restricted to daylight only for the first month whereafter the South African Maritime Safety Authority (SAMSA) will revise the operating conditions. The standard weather conditions/restrictions on the approved SAMSA bunker permission will apply.

An ISPS application must be submitted by the Master a minimum of 96 hours prior to arrival.

For SAMSA (Port State Control), the application must be submitted at least 3 working days prior to the vessel’s arrival and include:
- P&I certificate of entry
- Last 10 ports of call
- Registration Certificate
- Cargo Ships Safety construction certificate
- Hazardous Cargo declaration, if any
- Master to declare deficiencies (if any) as to the vessels hull, equipment or machinery
- Declaration of any outstanding class or PSC issues
- Ship’s Particulars
- Last port of call
- Next port of call
- Vessel draft
- Crew list
- If any crew changes then safe manning certificate is required
- Last Port State Control Inspection Report
- International Oil Pollution Prevention Certificate
- Certificate of insurance or other financial security in respect of Civil Liability for Bunker Oil Pollution Damage
- Certificate of insurance or other financial security in respect of Civil Liability for The Removal of Wrecks
