New AMSA/DAFF policy: "Maritime Recycling Risk Assessment"

The Australia Maritime Safety Authority (AMSA) and Department of Agriculture (DAFF) are working together to develop a national policy for recycling waste from international ships to address marine pollution and marine litter, and to assess the biosecurity risks from recycling waste from international ships.

The project is being supported by the Department of Climate Change, Energy, the Environment and Water (DCCEEW).

Initially, two methods will be used to collect data:

  • Use of a survey that has been created for shipping operators who operate in Australia to share your feedback about maritime recycling waste management arrangements. The questions on this survey are as follows:
    - Your details
    - Where you discharge biosecurity waste in Australia
    - What port / waste management services you have in place
    - If you use a third-party provider, why?
    - Who is responsible for arranging waste management services
    - What types of waste you want to recycle
    - What documented processes are used by crew to clean / segregate waste
    - Restrictions on cleaning / segregating waste
    - Onboard pest management controls
    - Where your onboard stores come from
    - How long it takes to clean / segregate / present waste for recycling
    - Incentives / disincentives
    - Have you done any internal reviews / are you willing to share?

All responses will inform the maritime recycling risk assessment in support of the development of a national maritime recycling policy. Submissions close on 1 April 2024.

A related survey has been issued to Port Authorities. The Port Authorities Survey focuses on whether there are waste reception facilities and, if so, how much it costs to dispose of waste.

  • The second method of data collection will be a trial piloted at “certain ports” around Australia.
