Mumbai Port Authority has reminded port users of the need to adhere to guidelines issued by the Director General of Shipping and follow safe seamanship practices during the monsoon season.
During the monsoon, the harbour may experience strongest tides, winds up to 4-45km/h and zero visibility in heavy rain.
Measures taken by vessels should include:
- Weather monitoring and updates
- Foul weather preparedness
- Safe manning
- Sufficient supplies
- Standby tugs
- Engine readiness
- Extra mooring ropes
Masters, owners, managers and agents will be held responsible for any deviations or incidents/accidents due to non-compliance with the guidelines. All statutory certificates must remain valid at all times, Any violations will be considered non-compliance.
The foul weather season is normally from 25 May to 31 August. During this period, the anchorage area of Mumbai’s inner harbour is restricted to foul weather IV limit line, north of the Sunk Rock Light House position. The number of anchorages that can be used will be limited due to non-availability of anchorages south of this line. The Port Authority may have to deny anchorage facilities due to non-availability of anchorage berths, which will be allotted on a first come, first served basis.
No ‘cold moves’ (movement of dumb barges) will be allowed from 1 June to 15 September. The only exceptions would be for an emergency or when there is a definite lull with flat sea and no rain.
