Mandatory submission of Maritime Declaration of Health

From 4 September, Singapore’s National Environment Agency (NEA) requires arriving vessels to submit the Maritime Declaration of health.

This applies to the following categories of vessels:
a) Ships that have called at ports of any of the affected countries listed at https://www.moh.gov.sg/diseases-updates/mpox in the past 21 days;
or
b) Ships with crew/passengers who have travelled to any of these countries I the past 21 days.

[NOTE: Sweden and Thailand, which reported imported cases from Africa, are excluded from the requirement at the moment.]

This declaration is part of the precautionary measures against Mpox at Singapore’s borders. It is in addition to the existing MDH requirement for other emerging infectious diseases, as specified in the Port Marine Circular No.15 of 2022 dated 29 June 2022. The NDHG, along with the below listed documents, are to be submitted to the Port Health Office (email: [email protected]),12 hours before arrival at the Port of Singapore:
a) crew list/passenger list
b) current copy of the Ship Sanitation Certificate
c) last 10 ports of call list
d) list of all passengers and crew members with temperature above 37.5 degrees Celsius

These documents must be submitted regardless of whether there are any sick passengers or crew on board. Failure to comply with the above may result in a breach of the Infectious Diseases (Quarantine) Regulations.

The master of the ship should implement the following additional precautionary measures:
i) educate crew/passengers about the symptoms of Mpox;
ii) encourage good personal hygiene practices;
iii) conduct temperature checks for all crew/passengers at least twice daily;
iv) isolate unwell crew/passengers in separate cabins with dedicated toilet facilities, and disinfect affected areas immediately;
v) disinfect common areas and rooms in the vessel before arriving in Singapore. The disinfection may be conducted by the ship’s crew en route to Singapore.
