Lightering operations pre-arrival notice requirements

The Captain of the Port (COTP) requires the master, owner or agent of each vessel to be lightered in the Offshore Pascagoula No.2-Lightering Zone to provide at least 24 hours advanced notice to the COTP prior to arrival in the lightering location or zone.

The Advanced Notice shall include the following information:

  • Vessel’s name, call sign or official number, and registry;
  • The cargo type (if oil) or shipping name (if hazardous material) and approximate amount on board;
  • The number of transfers expected and the amount of cargo expected to be transferred during each transfer;
  • The lightering location or zone to be used;
  • The estimated duration of transfer operations; and
  • The name and destination of servicing vessel.

In the event the estimated time of arrival in the lightering location or zone changes by more than six hours, the master, owner or agent of each vessel to be lightered must advise the COTP of this change as possible.
