Implementation of regulation to prevent air pollution

The Merchant Shipping (Prevention of Air Pollution) (Amendment) (No. 2) Regulation 2019 (the “Amendment Regulation”) will come into operation on 1 March 2020.

The Amendment Regulation is to give effect to the latest amendments made to Annex VI to the International Convention for the Prevention of Pollution from Ships, 1973 under Resolution MEPC.305(73) as accepted by the International Maritime Organization in September 2019. The Amendment Regulation is applicable to all foreign ships within Hong Kong waters; Hong Kong registered ships wherever they are; and local vessels as defined in the Merchant Shipping (Local Vessels) Ordinance (Cap.548). The Amendment Regulation prohibits the carriage of non-compliant fuel oil (i.e. fuel oil with a sulphur content exceeding 0.5%) for combustion purposes for propulsion or operation on board a ship.
