Harbour craft port dues concession

The Maritime and Port Authority of Singapore (MPA) has introduced a new harbour craft port dues concession to support the deployment of floating storage units (FSUs)/ floating storage regassification units (FSRUs) in Singapore for LNG bunkering and breakbulk activities.

Qualifying vessels include FSUs/FSRUs which are new builds or part of the existing fleet and these will enjoy a 50% harbour craft port dues concession, up to $0.6 million annually per craft, for a period of 5 consecutive years.

  • Qualifying Criteria: Applicable to MPA-approved FSUs/FSRUs which are new builds or part of the existing fleet
  • Qualifying Period: From 1 Jul 2021 to 31 Dec 2024 for a period of 5 consecutive years where conditions are met.
  • Conditions:
    a) The FSU/FSRU has to be licensed as harbour craft and Singapore-flagged.
    b) The FSU/FSRU has to be deployed at berth approved by Port Master and not at anchorage.
    c) The FSU/FSRU will not be allowed to leave the port of Singapore during the 5-year consecutive period without approval by Port Master.
    d) The company operating the FSU/FSRU will be required to provide an undertaking to MPA that the FSU/FSRU would support (i) LNG bunkering activities or (ii) LNG bunkering and breakbulk activities, with an estimate of such volumes over a 5-year consecutive period.

The 50% harbour craft port dues concession would be given annually upon successful renewal of the harbour craft licence. In the event of non-compliance at any time during the licence period, the 50% harbour craft port dues concession for the year will be withdrawn and the owner/agent will be required to repay MPA the concession received.
