Establishment of Restricted Area and closure of landing steps

From 1400 hours to 2030 hours on 8, 9, 15, 16, 22, 23, 29 and 30 July 2023, 5 and 6 August 2023, a Restricted Area will be established in Victoria Harbour off the Wan Chai Basin to facilitate Pyrotechnic Special Effect Materials (PSEMs) shows in connection with the Harbour Chill Carnival.

The PSEMs will be discharged from 2 firing barges within the Restricted Area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22 deg. 17.153’N / 114 deg. 10.590’E
(B) 22 deg. 17.189’N / 114 deg. 10.825’E
(C) 22 deg. 17.059’N / 114 deg. 10.849’E
(D) 22 deg. 16.984’N / 114 deg. 10.613’E

Four yellow marker buoys fitted with yellow flashing lights will be laid at the above co-ordinates to indicate the boundaries of the Restricted Area.

During the aforementioned periods, no vessel, other than Government launches or the firing barges, will be allowed to enter or remain within the Restricted Area. Besides, the public landing steps within the Restricted Area will be closed to all vessels, except Government launches engaged in official duties.

Masters, coxswains and persons-in-charge of all vessels navigating in the vicinity should keep away from the Restricted Area. Coxswains of small vessels re advised to make use of other public landing steps in the vicinity during the closure periods.

In the event of inclement weather or emergency, the fallback dates of the PSEMs shows would be 12 and 13 August 2023.
