There is an increasing trend in the number of ships arriving with defective or poorly maintained mooring equipment, therefore, your attention is drawn to the serious dangers associated with substandard mooring lines or mooring winches.
All vessels are expected to comply to the fullest extent with the following:
- IMO, MSC.1/Circ.1619, MSC.1/Circ.1620, MSC.1/Circ.1175,
- SOLAS II-I Reg.3-8, Towing and mooring equipment
- OCIMF Industry standard as documented in Mooring Equipment Guidelines (MEG 4)
- ISGOTT, Mooring winch Annual brake test.
- Aramco, Ports and Terminals, Rules, Regulations and General Information.
It is the responsibility of the Master to notify Aramco of any special conditions, difficulties or peculiarities present in the vessel mooring equipment, such as deficiencies or defective mooring winches or mooring lines which may impose hazards in connection with the handling, mooring, unmooring, loading or discharging of the vessel.
Non-compliance with notification will result in the vessel being denied berthing or removed from the berth and the Master/Owner/ Charterer/Agent shall become liable for the berthing and unberthing costs. Further, once removed, the vessel will be directed to anchorage until:
- A full and comprehensive investigation has been completed.
- All mooring lines and winches including fittings have been inspected.
It is the Terminal’s policy to seek recompense to the full extent permitted by law for all costs incurred by negligence and fault of any party, including:
- Charges for double berthing
- All costs associated with inspection of ships mooring equipment
- All costs associated with Aramco terminal repairs
- Any other costs resulting from disruption to cargo operations
Additionally, the vessel will be flagged in the Port & Terminal Management System on departure and subjected to stringent vetting requirements during future visits and potential banning if further serious safety or operational deficiencies are committed.
Ship Owners are encouraged to remind all vessels that they are mandated to take all precautionary preventative measures. These preventative actions are to be included in the vessel arrival plan and followed throughout the vessel’s port stay…
…Vessels not in compliance, shall be directed to a suitable anchorage until all mooring deficiencies are fixed.
