From 1 December 2021, the maximum quantities of First Schedule dangerous goods that may remain on board vessels within the port limits at any Jurong Port container berth, PSA container berth (including the new container berths at Tuas Port), conventional berth, the Tuas Jetty or the Sudong Explosive Anchorage are those published in the Third Schedule to the Maritime and Port Authority of Singapore (Dangerous Goods, Petroleum and Explosives) Regulations 2005.
In addition, the Maritime and Port Authority of Singapore requires cargoes containing ammonium nitrate or ammonium nitrate fertilisers under IMO Class 5.1 to be packed in containers.
Further to paragraph 3 of this Port Marine Circular and pursuant to regulation 40(1)(c) of the Regulations whereby additional information relating to dangerous cargoes may be required by the Port Master from time to time, the Port Master requires that a Certificate of Analysis (the “Certificate”) be submitted to the Authority via e-mail to [email protected], before arrival of the vessel in port or loading of dangerous cargoes, as the case may be. The Certificate must clearly state the percentage of total combustible matter (including organic matter calculated as carbon). The Certificate must be submitted to obtain the Port Master’s permission, under regulation 44(4)(b) of the Regulations, for the loading of dangerous goods onto a vessel.
The abovementioned requirements take effect from 1 December 2021 and the Shipping Community is advised to take note and comply.
