Measures introduced to prevent the spread of COVID-19 have brought widespread disruption to normal crew change operations, with many seafarers prevented from disembarking or joining their vessels.
Ibrahim Attieh, GAC Jordan’s General Manager, presents his guide to the current status of crew changes in the country including where they may be conducted and what restrictions are in place.
What challenges and restrictions do shipowners/operators face when arranging crew changes in Jordan, and how have your local contacts helped to ease the situation?
The airport has been closed since 18 March 2020. No crew changes have been performed since then. However, the lockdown has started easing since June and the government is evaluating and studying the re-open of the airports in late July – August, but nothing is confirmed yet.
How many crew change operations have you successfully executed since COVID-19 lockdowns started?
No crew changes have been permitted since the lockdown in March.
There is great uncertainty around the COVID-19 pandemic; how long it will last, and what its impact will be. How are you managing this from a crew change and lay-ups perspective? What are your expectations for the coming months?
Resuming crew change operations is still under evaluation by the government and not yet confirmed. They are looking at the possibility of reopening the airports at the end of July or August, but only for flights from specific countries where the cases are low and similar to Jordan cases. After reopening, we can then expect embarkation/disembarkation operations to occur under specific regulations and restrictions set by the government and Health Ministry.
We must also be prepared for the fact that the situation is constantly changing, depending on the pandemic, and we need to keep our finger on the pulse to stay on top of things.
